The blurring of the lines between public and private enterprise is a hallmark of communism and other high control low freedom government types.
Most of their business comes from governments. Their purpose in that role is to circumvent the 4th amendment here in America. The government can't collect so they buy because lawyers are fucking scum who most about winning even if it is a clear violation of the intent of the law.
So yeah, a "private" company can absolutely be a symbol of government overreach and wrongdoing. Other examples would be Palantir and Blackwater.
