If you are going to run a relay, why would you settle for one that doesn't run outbox for you or for your close wot? That's one of the things I've never understood about how relays are written and why the groupthink solution was just to do it on the client.
And if you don't run a relay, the consensus has been to connect to big relays. I think that has a lot to do with the fact that relays don't even attempt to form a network despite being in the correct domain to do so.
